Mr TSO joined the civil service as Administrative Officer upon his graduation from the University of Hong Kong in 1975. He was appointed Principal Assistant Secretary of Civil Service Branch in 1982 and was seconded to the Independent Commission Against Corruption in 1985 in charge of Community Relations. He became Deputy Director of Regional Services Department in 1990 and Deputy Secretary for Civil Service in 1994. In 1995, he was sent by the Government to set up the first Hong Kong Economic and Trade Office in Singapore, representing Hong Kong in the whole of the ASEAN Region. He returned to Hong Kong in 1998 and served as Deputy Head of the Central Policy Unit in 1998. In March 2001, he became Deputy Secretary for Housing, Planning and Lands. After over four years of involvement in the field of town planning and land administration, Mr. Tso was assigned a special task in September 2005 to set up the organizational structure for the staging of the 2008 Olympic Equestrian Events in Hong Kong. On 30 April 2006, Mr. Tso assumed the position of Director, Beijing Office.
Mr. Tso holds a Master of Social Sciences Degree in Urban Studies from the University of Hong Kong, in addition to a Bachelor Degree in Economics and Business Administration. He had also received training at Tsinghua University, Harvard Business School and the Oxford University. He is married with two children.
