Biography

Mr Leung joined the Government as Administrative Officer in 1987. He had extensive administrative experience throughout his career in different government bureaux and departments, including serving as Deputy Representative of the HKSAR to the World Trade Organization (Economic and Trade Office in Geneva), Deputy Secretary for Financial Services and the Treasury (Financial Services), Director of Hong Kong Economic, Trade and Cultural Office (Taiwan), and Commissioner of Insurance. He was seconded to the Insurance Authority as Chief Executive Officer from June 2017 to August 2018.

Mr Leung was born in Hong Kong and his ancestral home is in Foshan, Guangdong. He holds a B.A. degree (History) and an M.Phil. degree (Political Science) awarded by the University of Hong Kong.
